Scope and Content

The finance subseries contains records relating to Hartford annual budgets. Arranged chronologically, it begins with the budgets of the Ordinary and Fire Departments. Later, the budgets were calculated by the finance and ways and means committees, and beginning in 1906, by the Board of Finance.

Historical

In a letter published in the Hartford Courant on December 11, 1906, Corporation Counsel Arthur L. Shipman writes, "The board of finance was established as a more permanent committee on ways and means. It takes the place of the committee on ways and means in respect to the duties prescribed of the council by amendment approved March 21, 1879." He continues to explain that the board was established to estimate the budget for the coming year in February, and to present it to the council in March. Additionally, he writes, "The powers of the joint standing committee on ways and means of the court of common council conflicting with the foregoing were repealed [by charter revision]...[The committee on ways and means is dead] as far as the budget goes. Alive if the council chooses to give it work." When created, the board consisted of the mayor, treasurer, controller, and two citizens.
